***Summary*** Concrete strength is generally measured by the compressive strength 28 days after pouring. However, if it is deemed insufficient at that point, rework is practically impossible. Against this backdrop, there is a demand for measurement equipment that can quickly determine the water-cement ratio of fresh concrete (mortar) on-site. Typically, the amount of cement in the water-cement ratio can be accurately understood from weighing records, but the water content is difficult to ascertain accurately due to the inclusion of surface water adhering to aggregates and the need to consider adjustments for slump compatibility. If moisture measurements of fresh concrete (mortar) are conducted at the time of construction, and the unit water amount is determined accurately, it would be possible to avoid such troubles.
